RedHat does not have it.
It provides docbook2man instead, part of so called cygnus-tools.

BTW: docbook2man completely ignores the contents of <refentryinfo>.
Is the debian stuff different?

Anyway, for Lampadas I fixed doc/Makefile to use whatever it finds.
