You *may* be right. I can't say you're wrong. But I think that
considering:

a) The LDP draws a lot of repeat visitors (one-time visitors would
never register)
b) Registering will give you plenty of additional features
(remembering your "favorite" documents and subjects for quick access
to them, etc.)

enough people will register and rate to do the trick. If I am wrong, I
will then work to build the number of registrants. Having a
significant number of users who are active will be required to fulfill
my goals. Even without enough, it will still be a good system, but
lots of users who contribute will make it better.
