I got a thougth. The author is, or at least should be, aware of the
shortcomings of his works. Maybe we should have some process of using
this knowledge.
For example, I am perfectly aware that of my HOWTOs Finnish HOWTO is of
reasonable quality but Euro Character mini HOWTO is not. I wrote the
latter because when I configured my own system I found it very hard to
find information on the subject and my lack of knowledge on X Windows
System does exactly help getting things correct.

I slightly disagree. I don't much like email because I get tons of it.
Emails are too easily just forgotten. The nagging of Bugzilla helps.
