I agree with you completely. It is a distinction without a difference.
But not everyone agrees, so the status quo has remained.
Just an FYI, the new Lampadas system will pretty much remove the
distinction, at least in the user interface when browsing/searching
docs. And all such distinctions, unless you specify you want to
restrict your search. Guide, FAQ, man page, it will all be together
based on topic or title.
