Some Googling found the following very interesting posts.
The first posting with "Linux Documentation Project" on USENET is from
Matt Welsh, announcing the project. It seems it was first proposed by
Lars on the linux-activists mailing list.

There are of course hundreds of similar messages back and forth. I
haven't tracked down an actual announcement of the site launch yet,
