Of course they do. I used french-based programming languages 15 years ago
and was far from being the first one to do so! But IMHO, they are not that
interesting to use as writing a program is restricted to a very specific
vocabulary and syntax that you have to learn anyway. Actually, I think
it's easier to write in a programming language that borrows words from a
foreing language, for you don't mix "natural sentences" with restricted
words and translate both ideas and words to another language (ideas ->
program, words -> english) instead of trying to restrict the
"implementation" your thought to a subset of your native language.
