No.
DocBook is a DTD.
It has nothing to with the underlying language.

Empty items have no closing tag in SGML.
This is SGML:

<xref linkend="intro">

This is XML:

<xref linkend="intro"></xref>

XML knows an alternative syntax:

<xref linkend="intro"/>

And this is what my line Perl tries to produce.
