No.
IMHO right now the XML tool chain kind of sucks.
This won't matter if you just want HTML and
don't care about RTF or DVI.

What you should do is to keep XML in mind when you write SGML.
Don't use tricks like </>. Always quote attribute values.

It is possible to convert SGML to XML through search-and-replace.
Obviously you have to change the doctype declaration.
And empty items like <xref linkend="intro"> need a closing / in XML,
which is rejected in SGML.
A trivial Perl script should do (not tested):

s#(<xref [^>]*)>#$1/>#
