tidy (with the -xml switch) can be used to clean up XML
documents, BUT it's not perfect. Two problems that it
creates are : adding extra white space when a punctuation
character immediately follows a tag; no knowledge of
DocBook allows it to reformat elements like <literallayout>
and <screen>.

But, other than that it does work well to clean up a sloppy
file with just one command. It's format puts some white space
between each element, left justifies, indents nested elements,
etc. Despite it's short commings I do recommend it. You can
download it from W3C's web site.
