Yes, sep. files for each lang are fine.
You need to submit them to the specific language translation
teams, not directly to the LDP. For contact information, see:

An oversight on my part. Sorry. If the HOWTO is ready for
distribution (english version), send it to ####@####.####
Make sure date and version are correct and in the proper format.

If it's ready to be published, there's really no reason to list
