On my current editing workstation (Debian woody):

   root@caxton:~# locate qwertz.dtd
   /usr/share/sgml/dtd/qwertz.dtd
   root@caxton:~#

Do you need a copy?

Robin Cover's site used to have full info on Qwertz, IIRC.
