If the author uses id (as in: <question id="Q.project.whatis">) you can 
use it as an anchor.

But these ID are also relevant within the document. At least that is how 
it work with my documents and the way I process them.

The SGML tag above would become 
http://hvdkooij.xs4all.nl/docs/Nessus-FAQ.html#Q.PROJECT.WHATIS on my 
site.

If the question is dropped from the FAQ the anchor becomes useless. If one 
does not use the ID part you get anchors like #AE418

But I'm not sure we are actually referring to the same thing.
