Well, I'm not sure. ;-) I think what you are saying that is, as the
author of a HOWTO I can arrange to make any title (heading) an anchor by
assigning it an id.
What I'm looking for is the ability, as a HOWTO reader, not author, to
link to any heading. One way would be to have each author assign an id
to each heading, but I was hoping for a more generic approach, where the
SGML to HTML conversion tools automatically create the anchors.
