In "rendering" HOWTOs as HTML, could all HTML headings be rendered as
anchors?  

As an example, it might be useful to link to headings like "Fibbing to
Linux" or "Fibbing to Windows95" rather than, for example, the entire
chapter (http://linuxdoc.org/HOWTO/Plug-and-Play-HOWTO-4.html) or even
numbered chapter headings (like
http://linuxdoc.org/HOWTO/Plug-and-Play-HOWTO-4.html#bios_pnp_os).
