I would hope we would publish such a beast. It should then be required
reading for developers so they can guard against the exploits
documented there.
As for approving it, tacitly or otherwise, I disagree. Knowledge, like
a tool, is morally neutral. It is the use to which it is put that is
good or bad.
In the middle of WW II, the FBI paid a visit to Astounding magazine
editor John Campbell. They had fits and were ready to jail him for
treason because he had published an accurate article on how to build
an atomic bomb. Fortunately, Campbell was able to show that everything
in the article had come from published sources such as respected
physics journals, much of it pre-war and much of it from German
sources.
I'd say that Campbell did the FBI a favor by pusblishing the
article. He showed them the real state of the published material.
