It's not necessarily safe to assume this, as there's currently some
question about whether the RFCs are DFSG-free
(http://bugs.debian.org/92810). They should be OK for Debian non-free,
though, which means that I think the LDP can mirror them with impunity -
but somebody ought to check this.
