I'd prefer pointing people to the scripts that DV has made to create XML
catalogs than telling people to use local URIs for their DOCTYPE lines.

and 
http://www.xmlsoft.org/buildDocBookCatalog

Lots of things are going to be using DocBook catalogs in the near
future, they're well worth investing a couple of minutes in.  (now, if I
could get the debian guys to finish adding xml-base...)
