what I'd do is script it:
(assuming that you've got ssh with rsa/dsa key auth setup:)
commitupdate.sh:
#!/bin/sh
SERVER=my.cvs.server
$1=FILE
MODULE
export FILE SERVER MODULE
cvs ci $FILE
ssh $SERVER cvs export -D today /path/to/htdocs $MODULE
remember, cvs isn't a build system, just a source control system.
