You need the #html at the end:
/usr/lib/sgml/stylesheet/dsssl/docbook/nwalsh/html/ldp.dsl#html

It's probably not picking up the ldp.dsl settings:

that instruction triggers it. In your SGML, you need to have markup like:
<sect1 id="intro">
<title>Introduction</title>
which should result in a file entitled "intro.html" to be produced.
