It's a document registration system that acts like a library card
catalog for the documents installed on your system. It allows a smart
help browser to know what's installed (as long as the application in
question notifies ScrollKeeper when it installs the docs). Now that
David's sharpened his rapier and gone to work, it also provides a
back end for a smart doc server. 

In future, it also will build system-wide indexes to increase document
searchability.
