DocBook 4.1 is available in both an SGML or XML form. See the OASIS
pages starting at: http://www.oasis-open.org/docbook/
Specifically, the SGML DTD (currently at version 4.1) is at:

and the XML DTD (currently at version 4.1.2) is at:

Essentially, both the SGML and XML forms *are* DocBook 4.1. The DTDs
are basically identical. With a little care, a DocBook document can
be written that (with a simple change of the initial header) will
validate perfectly fine against either the SGML or XML DTD. I do this
all the time.
