There are scripts that convert Linuxdoc -> DocBook, but they are not
100%. They still require some manual editing to get it right. So this
is a nice starting point where a doc is being transitioned to DocBook.
I suspect there is a good reason for this, but it escapes me ATM ;)

I would think the Linuxdoc SGML would be perfectly acceptable.

Maybe someone else will be good enough to answer this. 

AFAIK, authors are encouraged to use CVS, but again it is not a
requirement. As far as a formal submital, this can be done via LDP
CVS, email with attachment, or email with URL. So if they are happy
where they are, I don't see a reason to change this.
