I think "prefers" is correct for new authors and new maintainers. I
don't believe it is a requirement by any means though. There has been
a lot of strong debate over this, but I don't think any firm policy
has been set yet.
Anyway, I feel sure they'd be welcomed as linuxdoc at this time.
David, or Greg(s) can correct me if wrong.
