Heh version .3 of DocParse which is due soon, has built in Tidy. It is
kind of cool, within a QT window it will take HTML (valid or not) and
convert to:

XHTML
DocBook SGML
DocBook XML

all on the fly. We have also written some code that will allow you to use
the Tidy indentation features to clean up your source for DocBook without
blowing away all your <screen> tags and such.

Instead of asking why a piece of software is using "1970s technology,"
start asking why software is ignoring 30 years of accumulated wisdom.
