Is it possible to assign this task to some mailing list? 

I mean the task of deciding whether a HOWTO is obsolete or not. 

Somebody finds an obsolote topic; reports to a mailing list,a nd based
on the discussion there, the decision is taken by the staff. 

Adding a footer  to the list may be of help here.
