May I suggest that all HOWTOs under a nonfree / unspecifried license
be moved to an archives section?

Agreed that this would create a vacuum, but would also encourage new
uptodate HOWTOs under freer licenses to be contributed.

Also, it is really not possible to modify a work to which no license
is attached. Legally, it is not possible to even distribute copies of
a work to which a permission is explicitly granted - and that is valid
for  all jurisdictions.
