Sadly.  As usual.

Absolutely agreed.  So let's do something about it, shall we ?.

I say recruit them.  From amongst TLDP volunteers.
Set up teams to take submitted documents, and convert them into :
PDF, HTML, DocBook, cuneiform, runes -- whatever.
A few people in each of a few specialist sub-groups.

Go for it.

Yup.  Recruit separate teams of markup specialists.  (As above.)

Of course it can.  The real problem thereafter is just how anal the
document publishers are going to get about it.

As a group, we really have to make a decision -- what is more important --
content; or licensing conditions ?

(And I would add here, in the vein of comments made above, that if a
writer *really* cares about copyright considerations, then they wouldn't
submit to the TLDP in the first place.  Let's concentrate on getting out
content; time enough to get anal about purist licensing afterwards.
Put a clear indication on the site to all potential writers :
"ANYTHING you submit to us, WILL get GPLed.  So now you know."
