I'll admit I haven't read the entire thread on this issue, but a few things
that may or may not have been pointed out:

Mediawiki (the engine Wikipedia runs on) supports mirroring and offline
viewing:

<http://en.wikipedia.org/wiki/Wikipedia:Database_download>Many of the good
wikis, when used properly, produce consistently marked-up output. With this
in mind, someone could write a parser/converter that could back-port wiki
output into other formats automatically. Another option is to tap directly
into the DB backend and produce alternate formats from there.

Wikis have advantages and disadvantages. Some wikis cause users problems
when a random author starts to update a complex topic and then stops mid-way
- half of the instructions work, the other half don't. I like how some of
the distros (Ubuntu for example) have a publicly editable wiki along side a
closed "published" wiki of content that has undergone some kind of quality
review.

Just my thoughts.
