I think such a HOWTO would have a wider audience. I hear some
manufacturers fulfill their recycling obligations by applying
new sticker to old, returned equipment before shipping it off
to countries with customers with less purchasing power than in
the west. This would explain things like semi-broken items and
"cd-rom drives that make sound like motor-bikes".
Such a HOWTO would be rather more hardware oriented than most
other HOWTOs and references to the various repair-FAQs on the
net could be useful for this audience.
It is not that many years ago I too had to assemble a Linux
workstation from scrapped and damaged computers. The machine
was ugly as sin but performed beautifully.

PS: a new and troublesome firewall at work has severely limited
