take any file here:
http://www.ibiblio.org/pub/Linux/docs/linux-doc-project/users-guide/

try to contact the original author. You don't need authorisation to
work given the licence, but it's always better to have the blessing of
the original author if possible  - I can help you searching him if you
need

then begin to work. Of course list yourself as the maintainer on the
document (do not remove the previous ones, just add you with the dates)

As soon as your work seems good, send it to us, the new version will
be published after some review and of course your name setup as
maintainer on the guides page
