A couple of people have mentioned "critical mass" but it's not exactly
correct, especially for the non-wiki part of LDP. All it takes is
just one person to keep an organization going. So long as LDP is
accepting new and updated docs and has a website, we are still in
business, but not necessarily growing or improving.
So "critical mass" is misleading since it implies that once and
organization has a certain number of people it's growth rate
significantly increases. Well, if an organization has only one
person, the 2nd person to get involved results in a doubling of
"membership" which in a larger organization might take years.
This doesn't mean that we don't need volunteers. But it does mean
that an organization that has only a few active people may get a lot
(or almost nothing) done, depending on the effort, competence, and
effectiveness of those people.
