this should probably be written somehow like this:
"The document licence must allow redistribution in any media and/or
format. It have to state that no fee are required to be paid to
authors. it's not strictly required that the document licence allow
modification, but it's strongly encouraged and any un-modifiable
document will be sorted in a special file."
to be followed by a example list of allowed licences with a summary of
the licence content (this paragraph seems obsolete)
