Just to help out: "CEST" in this context is Central European Summer
Time, which is time zone UTC+2 (Berlin, Paris, etc.). You, the reader,
will want to determine (if you don't know it already), your own
location's offset from UTC. For example, my locale is currently UTC-7
(Pacific Daylight Time) -- nine zones westwards. Locations eastwards
of one's self are always later in the day. Locations westward are
earlier (i.e., the sun is higher above the western horizon).[1] So, for
me, the upcoming meeting will be at:
19.00 : the hour in Central Europe (7 PM)
-9.00 : the effect of moving nine time zones west
---
10.00 : corresponding hour of day in PDT. (Good morning!)
A page of exact corresponding times in various world cities:

Once again, that is (impliedly) on Freenode. See http://www.freenode.net/
if you're not yet familiar.
[1] Quibble: Crossing the International Date Line in mid-Pacific makes it
be a day later if moving westward, a day earlier if moving eastward.
