Interesting.  I would guess that list fundamentally reflects the
judgement of Red Hat, Inc., with consultation to FSF and other bodies.

At a glance, the list looks pretty reasonable (IMO).  In some cases, it
would be intersting to see their rationale for particular judgements,
but this is an imperfect world.  ;->
