right. But as far as I remember; there was never any official board.
most decision where make by "agreement" David (lawyer) could certainly
remember that. The "practical" power in in hand of people that
* own the tldp.org domain name as they can redirect the web site where
they want (now this is Guylhem Aznar),
* have an admin account or are considered as autoritative by ibiblio
for what concern the hosting and the web site
