I remember you submitted something similar long ago
I think there are two parts in the review: the content and the
syntax/orthograph
most writers are non-english natives, so the latter may be important.
and I don't think making "rules" about reviewing is practical. most
reviewer do what they want and if the result is good, who cares?
we could only ask for a review tag in the revision history, with the
level of review done (full, technical, langage, fast...)
