Err... where do I get this gfdl.xml?

-- appears to be valid XML. Eh, I'm running SGML
DocBook anyway. And... the GPL is not apparently
available. We can just say `version two or later,
included by reference.' Right?

I assume this is a perfectly valid thing to do for my
docs? I can assume that gfdl.{xml,sgml} exists on a
Standard DocBook Compiling Machine?
