DocBook is not easier nor harder to translate than any other  
structured "open" format.

For people who translate in text editors, it is just a matter of  
moving tags around when necessary.

People who use a convertor (po4a to PO or Okapi to XLIFF etc) will  
work in a dedicated application (a PO editor or a XLIFF editor).

So translators use tools that support DocBook directly and they won't  
be bothered by the tags more than "necessary". OmegaT belongs here.

What makes a translation more or less difficult is the availability of  
reference documents readily useable in the tool used for translation.  
In most cases that will be a bilingual version of a previous version  
of the document.

Having the 2 documents open while working in a text editor on the  
current version is a solution.

"Aligning" the 2 documents so that they can be used as PO compendia or  
translation memory files (TMX) allows for better use of the reference.
