I'm not sure 'docbook' is the issue.
No human reads docbook; it's a meta-format. Maybe ODF would be appropriate too?
Instead of presuming the technical answer you should decide what formats you
need the output in and each technical proposal should satisfy them.
There may be reasons other than format transformation (not translation) why
docbook was used historically. Those requirements should be mentioned too.
