I think that when a maintainer assumes, one of the following happens:
1. He becomes a new author (add an <authorgroup> and <author>
elements) if the old author still updates or modifies the document
2. He becomes "the" author (move the old author to 'Other Credit', say
that he was the original author and add yourself as <author>)
3. He becomes a collaborator (e.g. doing markup, updating, etc. so you
have to use <collab> tag).
IIRC, a 'maintainer' tag was asked and refused by the DocBook TC. You
can browse RFEs at DocBook official page, at OASIS.
If you _really_ feel it's needed a new element, could you ellaborate
some explanation on why none of the existent tags (+ classes + DSSSL
customizations, etc.) can't be used?
I think that LDP is still wanting to have the same DTD available at
OASIS, so we are not doing DTD customizations. If I'm wrong, please,
somebody correct me.
