If you haven't already, you should probably at least skim-read the
Author Guide. (You didn't mention doing so, which is why I'm repeating
that point yet again.)

If I were in your shoes, I would first review the Author Guide to make
sure I was on the right track, then go to the LDP front page and see if
my HOWTO is in the "In Progress" or "Need Review" rosters. (At a quick
glance, I don't see yours.)
Did you bother to do that? Again, I mention that because you didn't say
anything about having done so.
In your shoes, if I'd done those things and saw no sign of my document,
I'd then inquire at ####@####.#### and then maybe lob a copy of my
inquiry to this mailing list.
(Suggestion: I would carefully _avoid_ dropping my query into the
middle of an ongoing discussion thread on a different topic, which
appears to be what you just did. I would, instead, post it as a new
posting with its own, meaningful Subject header and no inappropriate
In-Reply-To header.)
