The plain text HOWTO tarballs contain a file INDEX.html that contains
a very outdated list of HOWTOs that is titled
"Index of /public/ftp/pub/Linux/docs/howto" and ends with
"Last updated by ####@####.#### using keeper 1.54 on 
2000-05-23 16:05:15 UCT"

Is that file supposed to be updated regulary or should it just be
deleted?
