I'm using standard Red Hat 8.0, as far as SGML/XML tool go. I can
validate a minimal docbook XML document when the identifier is the
public identifier, e.g.:

<?xml version="1.0" encoding="UTF-8"?>
<!DOCTYPE article PUBLIC "-//OASIS//DTD DocBook XML V4.2//EN" "http://www.oasis-open.org/docbook/xml/4.2/docbookx.dtd">
<article>
  <!-- http://www.oasis-open.org/docbook/xml/4.2/docbookx.dtd -->
  <!-- /etc/sgml/xml-docbook-4.2-1.0-14.cat -->
  <para>This is a paragraph</para>
  <para>This is another paragraph.</para>
</article>

However, I can't reach oasis-open.org right now, so I thought I'd try
a local identifier (and anyway, I'm not wild about being dependent on
someone else's web site):

<?xml version="1.0" encoding="UTF-8"?>
<!DOCTYPE article PUBLIC "-//OASIS//DTD DocBook XML V4.2//EN" "/etc/sgml/xml-docbook-4.2-1.0-14.cat">
<article>
  <!-- http://www.oasis-open.org/docbook/xml/4.2/docbookx.dtd -->
  <!-- /etc/sgml/xml-docbook-4.2-1.0-14.cat -->
  <para>This is a paragraph</para>
  <para>This is another paragraph.</para>
</article>

cd /home/ccurley/
nsgmls -wxml -s /usr/share/sgml/xml.dcl foo.xml
nsgmls:/usr/share/sgml/xml.dcl:1:W: SGML declaration was not implied
nsgmls:/etc/sgml/xml-docbook-4.2-1.0-14.cat:1:0:E: character "C" not allowed in declaration subset

SGML validation exited abnormally with code 1 at Fri Aug 15 18:13:11

The file /etc/sgml/xml-docbook-4.2-1.0-14.cat contains:

CATALOG "/usr/share/sgml/sgml-iso-entities-8879.1986/catalog"
CATALOG "/usr/share/sgml/docbook/xml-dtd-4.2-1.0-14/catalog"
CATALOG "/usr/share/sgml/openjade-1.3.1/catalog"

Things seem to be working fine for this:

<!doctype article public "-//OASIS//DTD DocBook V4.1//EN"
 [ <!entity header system "header.sgml">
