Should be linked to, per (in ldp.dsl):

  (define %generate-legalnotice-link%
   ;; put the legal notice in a separate file
   #t)

Example:

  http://www.tldp.org/HOWTO/Encourage-Women-Linux-HOWTO/
  (see link to legal notice)

and <legalnotice> should be contained in <articleinfo>:

  <articleinfo>
  ...
  <legalnotice><para>  Copyright (c) 2003...</para></legalnotice>
  </articleinfo>
